THE HONORABLE PATRICIA BILLIE MILLER
State Senator, Deputy President Pro Tempore

Senator Patricia Billie Miller has represented Stamford and Darien in the state Senate since 2021. Prior to her election to the Senate, she served in the House of Representatives from 2009 to 2021, representing Stamford’s 145th Assembly District.

Senator Miller serves as the Senate Chair of the legislature’s Banking Committee at the state Capitol. In 2025, she took on the additional responsibility of Senate Chair of the General Obligation Bonding Subcommittee, drawing on her previous experience as House Chair of the subcommittee during her service in the Connecticut House of Representatives. In this role, she helps to guide strategic investments to strengthen communities across Connecticut. Senator Miller’s leadership extends to various community initiatives, and in April 2024, she was honored with the Catherine A. Klie Award from the Saint Joseph Parenting Center for her efforts to break the cycle of child abuse and neglect.

Senator Miller’s dedication to community service has been recognized by the Women’s Business Development Council, which presents the annual Patricia Billie Miller Award for Outstanding Community Service to a volunteer who inspires others and shows strong dedication to WBDC and the women it serves throughout Connecticut.

THE HONORABLE HEATHER SOMERS
State Senator, Senior Deputy Republican Leader

Senator Heather Somers was elected to represent Connecticut’s 18th
Senate District in November 2016. The district includes the towns
of Griswold, Groton, North Stonington, Plainfield, Preston, Sterling,
Stonington, and Voluntown.

A Senior Deputy Republican Leader, Senator Somers serves as Ranking Member of the Public Health Committee, which oversees all programs and matters related to the Department of Public Health, Department of Mental Health and Addiction Services, Department of Developmental Services, and the Office of Health Care Access. The committee also has jurisdiction over emergency medical services, licensing boards within the Department of Public Health, nursing homes, pure food and drugs, and controlled substances, including substance abuse treatment. Senator Somers is also the Ranking Member of the Appropriations Committee, responsible for crafting the spending portion of the state budget. Additionally, she serves on the Commerce Committee, which oversees the Department of Economic and Community Development. She co-chairs the bipartisan Tourism Caucus, is a member of numerous other caucuses, and serves on the Governor’s Council on Women and Girls.

brings private-sector experience to her work in the legislature.

Kenyétta Banks
Business Advisor and Program Manager, WBDC

In addition to being a WBDC Business Advisor, Kenyétta Banks is the Program Manager for WBDC’s Central Region, where she manages programs and services to assist aspiring and existing business owners with achieving their business goals. Kenyétta serves clients that are idea stage and emerging businesses. Her goal is to support aspiring entrepreneurs with answering critical questions to develop a clear path forward for their business. She has seen many clients with ideas turn into profitable businesses.

Following her strong passion to help people who are stuck, Kenyétta is also a Certified Life Coach. Kenyétta considers herself a lifetime learner, which helps her be a positive motivator for others. She earned a BS in Psychology from Sacred Heart University and a Master’s in Public Administration/Nonprofit Management from University of New Haven. Kenyétta also has more than 20 years of experience in the nonprofit world. Kenyétta’s hobbies include cooking/ baking, creating fairy gardens, Feng Shui and Aromatherapy.

GILDA BONANNO

Gilda Bonanno is a sought-after professional speaker, executive coach, consultant and facilitator who serves as a trusted advisor to executives, elected officials and entrepreneurs to transform their communication, presentation and leadership skills. She has partnered with leading organizations on four continents, from Chicago to Shanghai and Rio to Rome, including Henkel, Atlas Air, Praxair/Linde AG, JP Morgan Chase, Keep America Beautiful and International Seaways.

Since founding her boutique consultancy in 2006, Gilda has impacted thousands through tailored in-person and virtual programs. Her YouTube channel has garnered over 1.6 million views, and her widely read digital newsletter reaches subscribers in more than 45 countries. She serves on the faculty of The Campaign School at Yale University and holds a master’s degree from Fordham University.

Christine Cooney
State Govt. Affairs Manager, CT, MA, RI, The Cigna Group

Christine Cooney leads and supports state level public policy engagement on health care and insurance issues. She works closely with policymakers, regulators, and external stakeholders on legislative and regulatory matters affecting health coverage, affordability, and market oversight. Christine’s background is in legislative and public affairs with more than 30 years of experience, the last eight at Cigna.

Christine brings deep expertise in state insurance law, health policy, and regulatory processes. She regularly monitors and analyzes proposed legislation, advises internal and external teams on policy implications, and helps shape advocacy priorities. Christine collaborates across internal teams and with industry partners on key state policy topics. She is engaged in policy discussions regionally and nationally as part of The Cigna Group’s Government Affairs and Global Public Policy team

Pamela Days-Luketich
VP, Community Dev. Team Lead, Liberty Bank

Pamela Days-Luketich is responsible for establishing relationships and developing programs with community partners that encourage home ownership, small business development and community development lending opportunities in Connecticut. She provides financial education and credit training to schools and community groups in the region and works with communities to promote affordable housing, business development and economic growth.

Pam volunteers in various ways. She serves on the Board of Directors for WBDC and many other local community boards and committees. Pam earned her bachelor’s degree from Assumption College and her MBA from the University of New Haven. She is an adjunct faculty member at Eastern Connecticut State University. Before joining Team Liberty, Pam previously held positions at Chelsea Groton Bank.

Trish Havey
Chief Human Resources Officer, Libertas Funding, LLC

At Libertas Funding, Trish Havey oversees all HR-related operations from compliance to culture. Trish spent most of her career in financial services, first as a fixed income portfolio manager at Citibank Global Asset Management and later as Chief Administrative Officer at Libertas Capital and then as the fixed income Human Resources Director at Knight Capital.

She joined Libertas Funding in 2019 and cites the team’s shared drive for excellence, entrepreneurial spirit, and commitment to teamwork as key to the company’s success. Trish holds an MBA in Finance from New York University Stern School of Business and a Bachelor of Science in Journalism from Suffolk University in Boston. She currently serves on the Board of Directors for WBDC.

Tanya Kelley
Business Advisor, WBDC

Tanya Kelley is a seasoned finance professional focused on teaching and
motivating start-ups and small business owners to become fiscally fit.
After twenty years of working as a fiscal controller in corporate America,
Tanya took her corporate financial experience and used it to help many
individuals and small business owners improve their financial literacy skills through accounting/bookkeeping/CFO services, coaching and mentoring. She takes great pride in watching individuals and business owners learn, grow and thrive by learning about finance one debit at a time.

Tanya graduated summa cum laude from the City University of New York with a Bachelor’s Degree in Accounting. She later earned an MBA from Devry University – Keller School of Management.

FRAN PASTORE
CEO, WBDC
Fran Pastore is a trailblazer in the women’s entrepreneurial ecosystem, passionately advocating for economic equity, justice, and inclusion for nearly 30 years. She is a trusted thought leader frequently sought by Congress, the Connecticut General Assembly, and corporate leaders for her insights on issues affecting women.

In 1997, Fran founded the Women’s Business Development Council (WBDC) with $100,000 in seed funding. Under her leadership, the organization’s budget has grown to nearly $10 million, transforming opportunities for women entrepreneurs.

Beyond WBDC Fran has advised at the highest levels of government and business. She served on the National Women’s Business Council, advising the President, Congress, and the U.S. Small Business Administration. She co-chaired Connecticut Governor Ned Lamont’s Jobs and Economy Policy Committee, served on Stamford Mayor Caroline Simmons’ Economic Development Committee, and currently chairs the Connecticut Paid Leave Authority Board of Directors and serves on the Hartford HealthCare Board of Directors. She also serves on the M&T Bank Connecticut Directors’ Advisory Council and the Webster Bank Community Advisory Council.

Fran’s global influence includes working with women entrepreneurs in Rwanda, Costa Rica, Ethiopia, and Turkey, fostering economic independence and self-reliance. She has represented the U.S. at the Women’s Summit and Global Entrepreneurship Conference in Istanbul.

For close to three decades, Fran has shaped legislation advancing women’s rights, testifying before Congress and the Connecticut Legislature on critical issues. Her leadership in the women’s entrepreneurship has significantly advanced opportunities for equity, while also contributing to the economic vitality of Connecticut.

Anne K. Roby, PhD
Independent Board Director

Dr. Anne Roby is an experienced C-suite executive who has held a broad range of leadership roles. Anne served as executive vice president at Linde, the world’s leading industrial gases company, until her retirement in 2020. At that time, she was a member of the management committee and responsible for R&D, Digitalization, Operations Excellence, Cyber Security, Procurement, Strategic Sales, Sustainability, and Safety, Health & Environment. She also led the Praxair Surface Technologies, Electronic Materials and Helium/Rare Gases businesses.

Anne serves as an independent director to several companies, focusing on the intersection of technology and business. She provides guidance to these companies in the areas of innovation management, capital investment management, project management, strategic customer relations, complex commercial contracting, investor relations, sustainability, cybersecurity, safety, and matters related to diversity, equity, and inclusion.

Anne currently serves on the boards of AMG Critical Materials NV, Rogers Corporation, Rinchem Company, and Twelve (a carbon transformation start-up). She has served as a Trustee of Villanova University since 2019. Throughout her career, Anne has been a passionate advocate for safety, quality, operational discipline, and continuous improvement. She recognizes that the best organizations excel in each of these areas, without conflict, and that they synergistically yield better financial results.

In 2017, Anne and her family launched the RobyDodd Family Foundation, providing funding for scholarships and medical research, as well as supporting several human rights charities. Anne earned a bachelor’s degree in chemical engineering from Villanova University and a Ph.D. in chemical engineering from the University of Delaware and holds four US patents

Gabriela Rosado
Director, Underwriting, Libertas Funding, LLC

Gabriela Rosado started her college journey at Universidad Espíritu Santo in Ecuador before transferring to Monroe College in 2014 to complete a bachelor’s degree in business administration and Management and pursue new opportunities in the United States.

In 2018, Gabriela began her career with Libertas, starting in the processing department and quickly was promoted to Underwriter. Today, she is a Director, Underwriting. Prior to Libertas, Gabriela worked two jobs, one as a bookkeeper for a food corporation and another in business development. She received a master’s degree in finance from the University of Miami.

Brenda Thickett
Chief Operating Officer, WBDC

Brenda Thickett is responsible for ensuring the implementation and delivery of quality entrepreneurial programs and services across the state. As a member of the Senior Management team, she is responsible for developing and implementing cross-functional strategies and systems, raising the profile of the organization, and helping shape the future direction of the organization.

Brenda served on WBDC’s Board for eight years, as Treasurer, Vice Chair and Board Chair, before joining as an employee. Previously, she worked at the Boston Consulting Group for over 20 years, managing and leading teams, while driving strategy from approach to implementation and impact. She served BCG clients as well as supported the growth of the firm with roles in the Knowledge Team, Global Staffing and Mobility and Social Impact. Brenda has a BA summa cum laude in Quantitative Economics and International Relations from Tufts University, an MBA in Entrepreneurship from the Wharton School of the University of Pennsylvania and an MA in International Relations from the School of Advanced International Studies of Johns Hopkins University

The Honorable Stephanie Thomas
Connecticut’s 75th Secretary of the State

With a distinguished 30-year career advising and problem-solving for nonprofit organizations, running her own business, and serving as a State Representative of the 143rd District (Norwalk, Wilton, Westport), Secretary Stephanie Thomas brings a unique blend of business expertise and a passion for civics to public service.

Secretary Thomas has worked to pass business-friendly legislation, and she has created a monthly e-newsletter that aggregates funding and training resources in one place to save business owners’ time. To promote robust civic engagement, Secretary Thomas has met Connecticut’s communities in their own spaces, cultivating a nonpartisan dialogue between the people and their government. She made history as the first Black person to be elected Secretary of the State of Connecticut. She holds a B.A. from New York University and an M.S. in Nonprofit Management from New School University.
